Zack Radisic	679a07caef	Fix assertion failure in dev server related to deleting files (#21304) ... ### What does this PR do? Fixes an assertion failure in dev server which may happen if you delete files. The issue was that `disconnectEdgeFromDependencyList(...)` was wrong and too prematurely setting `g.first_deps[idx] = .none`.
