This makes the API more user-friendly and consistent with pnpm, which
uses minutes for similar configuration.

Changes:
- Update bunfig.zig to parse minimumReleaseAge as minutes
- Update CLI help text to be clearer about the format
- Update all documentation to use minutes
- Update tests to use minutes instead of seconds
