claude[bot] bcce997f96 Fix issue #19758: beforeAll in nested describe runs too early ...

This fix changes the behavior of beforeAll hooks in nested describe blocks to run just before the tests in their own block begin execution, not during test file evaluation.

Key changes:
1. Move the beforeAll execution from DescribeScope.runTests to TestRunnerTask.run
2. Execute beforeAll hooks only for the first test in each describe block
3. Modify runBeforeCallbacks to avoid recursively executing parent beforeAll hooks
