### What does this PR do?
This is the certdata.txt[0] from NSS 3.117, released on 2025-11-11.

This is the version of NSS that will ship in Firefox 145.0 on
2025-11-11.

Certificates added:
- OISTE Server Root ECC G1
-  OISTE Server Root RSA G1
