Dylan Conway e477c3a33b Fix Packer templates from local testing 
- Remove managed_image (incompatible with TrustedLaunch)
- Use build_resource_group_name for eastus2
- Remove VNet config (WinRM needs public IP)
- Add gallery_resource_group variable (gallery in BUN-CI, build in BUN-CI-EASTUS2)
