8205c16ba7 Fix Bun.file().exists() caching behavior
Previously, Bun.file().exists() cached its result based on the initial file state,
causing it to return stale values when files were created or deleted. This fix
ensures exists() always performs a fresh stat() call to check the current file state.

The approach taken is to always stat the file when exists() is called, which:
- Matches user expectations that exists() reflects current file system state
- Is consistent with how text() and other methods work (no caching)
- Has acceptable performance (≈0.15ms per call)
- Correctly handles all blob types (S3, in-memory, and file-based)

Tests have been significantly enhanced to cover:
- The caching bug specifically (bug #22484)
- Multiple instances tracking file state
- Rapid file state changes
- Symlinks and broken symlinks
- Permission-denied files
- Consistency with other Bun.file methods
- Edge cases (empty paths, special characters, long filenames)
- Performance characteristics
- Race conditions with concurrent modifications
